CORONAVIRUS: STATE OF EMERGENCY DECLARATION WITHIN THE TOWN OF CLEVELAND AND ROWAN COUNTY: On March 20th, the Town joined with Rowan County in issuing this declaration due to the imminent threat of widespread or severe damage, injury, or loss of life due to COVID-19 (coronavirus). Governor Cooper has issued a Stay At Home Order effective March 30th at 5 pm. Phase 2 began May 22 and will run through June 26. COVID-19 – Changes to Utility Billing procedures. In compliance with Governor Roy Cooper’s Executive Order No. 124, effective March 30, 2020, the Town has made the following changes: The Town will suspend residential account disconnections for nonpayment for at least 60 days, or until the executive order expires. The Town will not impose new penalties for late payments on residential accounts as of 3/30/20 for at least 60 days, or until the executive order expires. Customers who would like to set up a payment plan are encouraged to call Town Hall at 704-278-4777 to discuss payment arrangement options. All Town-provided services will continue to be billed as normal. We strongly encourage customers to stay up to date with your payments as possible to avoid building up a large balance that will have to be paid when the Order expires.

Electronic billing update: New beginning March 16, 2020. The Town is going back to the previous E-Bill vendor that was used most of 2019. You will be able to view your bill on-line using the link/tab “View eBills“. You will need to register first on the eCommerce site. Many of you had registered previously and would be able to use your existing User ID and password. This link will not allow payments. On-line payments are made using the “Online Bill Pay” tab with a separate vendor.

RECYCLING UPDATE: As of January 1, 2020, glass bottles and jars are no longer picked up with your recycling. Put all glass in your garbage can.

  • BEWARE when paying your utility bill on-line. The Town does not use nor support as a payment vendor. Several customers have tried to pay on-line using the Town’s website but were taken to DOXO instead. According to IT professionals, malware on your phone may be the culprit. DOXO is a third party vendor who mails a check, therefore, your payment is not valid until the Town receives the check. Payments made using the Town’s vendor on-line is an immediate payment that is transferred electronically with no checks involved.
  • The Rowan Public Library has started a Cleveland Outreach Program in Cleveland.  Books are available for citizens to check out and bring back when finished reading.  Please limit 3 books per person.   A sign out book is provided.  A variety of books are available including children, youth, fiction and non-fiction.   The library is located beside Town Hall in the green building and is open from 8:30 am to 4:00 pm on days when Town Hall is open.  As of March 31, 2020, the library is closed due to the State Stay At Home Order due to the Coronavirus emergency going on.
