COVID-19 – Changes to Utility Billing procedures. In compliance with Governor Roy Cooper’s Executive Order No. 124, effective March 30, 2020, the Town has made changes to the collection practices. See the changes under the Announcements tab.
Town of Cleveland Bills: Issued the end of every month. $100 deposit & picture I.D. are required to establish service. There is a $50 charge to cut water on or off after 3:30 p.m. or on weekends unless it is an emergency. For emergencies after 4:30 p.m. or on weekends, call the Rowan County Communications Center at 704-216-8500 so they can alert the Police Officer on duty.
E-Pay (Payments On-line): As of July 30, 2019, the Town will have a new payment vendor who takes credit/debit card and electronic check (NEW) payments on-line. The payment tab on the home page will take you to the new site. You will need your account #, name on the account, amount to pay (site will NOT show our balance) and card/check information. Convenience fees will be 2.65% with a minimum of $2 for credit/debit card payments. Electronic checks will be a flat fee of $2 with a payment limit of $10,000.
BEWARE when paying your utility bill on-line. The Town does not use nor support DOXO.com as a payment vendor. Several customers have tried to pay on-line using the Town’s website but was taken to DOXO.COM instead. According to IT professionals, malware on your phone may be the culprit. DOXO is a third party vendor who mails a check, therefore, your payment is not valid until the Town receives the check. Payments made using the Town’s vendor on-line is an immediate payment that is transferred electronically with no checks involved.
Payments can also be made by mail (PO Box 429, Cleveland NC 27013), in the dropbox at Town Hall (DO NOT DEPOSIT CASH FROM 4:00 PM TO 8:30 AM OR ON WEEKENDS OR HOLIDAYS)or over the phone by calling 704-278-4777 (new due to State Stay at Home Order). Town Hall is closed to walk-in traffic during the state declaration of emergency.
E-Billing:**New beginning March 16, 2020. The Town is going back to the previous E-Bill vendor that was used most of 2019. You will be able to view your bill on-line using the link/tab “View eBills”. You will need to register first on the eCommerce site. Many of you had registered previously and would be able to use your existing User ID and password. This link will not allow payments. Payments are made using the “Online Bill Pay” tab with a separate vendor.
